EC moves to make next polls free, fair

          The European Commission delegation to Bangladesh has taken initiatives to make the next national election free, fair and independent.
The delegation has sought project proposals from NGOs and other non-partisan civil society institutions for enabling effective electoral process in the country.
The euro 2.7 million (Tk 220 million) European Commission (EC) grant is offered in this connection.
Programme Officer for Governance Democratisation and Human Rights of the EC delegation in Bangladesh Christian Raitz Von Frentz told the BSS Sunday.
He said that proposals were sought with initiatives to empower vulnerable groups, create awareness against violence, ensure tolerance and equality of opportunities and sensitise citizens to their responsibilities and rights.
Political parties or any political affiliated organisation will not be eligible for the grant as the EC is very much concerned about its transparency on political neutrality, he added.
The EC is going to organise an information event on this 'Call for Proposal' at the BRAC Centre Inn at Mohakhali in the city on October 12 at 9.30am, EC sources said.
The amount sanctioned per project ranges from euro 50,000 to 400,000 which will cover maximum 90 per cent and minimum 50 per cent of the total eligible costs while the remaining cost have to be funded by other sources.
The last date for submission of the proposal is November 30, 2005 and the EC after selecting the proposals would contact the beneficiaries within January 2006. The project activity would start in February 2006, sources said.
The activities of the project include organising of voters' education, training and capacity building of elected representatives, village government, union council, municipality, city corporation and national election, NGO workers, journalists, party agents and women.
The projects on development or revision of voting manuals, guidelines, campaigns, radio and TV spots and other innovative methodologies are also eligible for funding.
The EC has expected that the successful implementation of the projects will decrease election-related violence and increase the voter attendance.
