BEIJING, Oct 31 (AFP): The World Food Programme (WFP) said Monday it is negotiating a development assistance programme for North Korea as the impoverished Stalinist nation ends 10 years of humanitarian aid this year. Negotiations however have stumbled over the sise of the WFP expatriate staff and the "intrusive" methods the UN food programme uses to monitor where aid is going, said Richard Ragan, WFP country director for North Korea. North Korea has agreed to resume talks next month in Pyongyang, he said.
