Australia sugar monopoly losing hold over mills

          SYDNEY, Nov 15 (Reuters): A decades-old monopoly for the export of Australian raw sugar is showing cracks as two maverick mills refuse to join new industry arrangements for a single industry body to market the sugar.
The decision marks a further step in the unravelling of a series of Australia's monopoly farm export boards, which have been criticised by the United States (US). However, the biggest monopoly -- for wheat -- remains intact.
