Administrative vacuum hits CWASA revenue base hard

          CHITTAGONG, Jan 4: The revenue collection drive of the Chittagong Water And Sewerage Authority (CWASA) has almost become stagnant allegedly due to administrative vacuum.
The situation arose as the post of chairman of the organisation has been lying vacant for long four months, sources said.
According to the sources, the CWASA chairman was transferred last September and none has so far been appointed to the post to replace him.
The member (engineering) of the CWASA is now discharging his duty as acting chairman of the organisation.
Since the transfer of the chairman, the revenue collection of the public agency has been declining gradually at an alarming rate, sources added.
Meanwhile, the authority realised Tk 19.5 million (1.95 crore) as revenue of October last year against total dues worth Tk 23 million, according to official statistics.
The CWASA sources claimed that while Salaiman Chowdhury was the chairman, the organisation used to realise over Tk 20 million as revenue every month.
Moreover, although there is a law to hold Board meeting twice a month, it was held only one time during last four months disrupting regular activities of the organisation.
Due to such administrative vacuums the fate of two gigantic projects of CWASA -- Madunaghat Water Supply Project and Mohara Water Treatment Project -- have also become uncertain, sources added.
