ACC organogram suggests spl probe cell, counter-intelligence unit

          The proposed organogram of the Anti-Corruption Commission (ACC) has suggested formation of a special investigation cell and a counter intelligence unit to curb corruption at macro level, sources said.
Both the cell and the unit will be run by ACC executive directors under the direct supervision the chairman.
The proposed organogram has also suggested abolishing district level structure considering the gravity and sensitivity of the operational role of such offices, they added.
Instead, sources said it has favoured powerful regional offices with quality manpower so that those could play effective role against persons who are involved in large scale corruption, they added.
The existing district level structures of now-defunct Bureau of Anti-Corruption (BAC) are run by lower level government officials, the proposed organogram noted.
"Those are not administratively strong enough to exert its operational responsibility and pursue significant number of cases with value and substance," it added.
The proposed organogram that has been prepared by the Dhaka University Public Administration Professor Salahuddin M Aminuzzman was submitted to the chairman of the new anti-graft body last Saturday.
A high ACC official said the proposed draft has not yet been sent to the Cabinet Division for approval.
The ACC will hold a meeting today (Wednesday) in which the proposed organogram might be discussed along with another vital issue of screening the former BAC officials.
"Screening of the former BAC officials is yet to start although a committee has been appointed to give decision on the fate of BAC officials at least one month back," he added.
A unit has been proposed for built-in prosecution support system of the commission in the organorgram. Besides, proposal for hiring legal experts on contract basis to deal with exclusive cases has also been suggested.
The proposed organogram put special emphasis on policy research and investigation and inquiry process. It has proposed two separate wings to deal with the matters.
There will be a total of six separate wings that include intelligence and counter intelligence units under six executive directors and 11 regional offices throughout the country under similar rank of officials.
The total manpower has been suggested at 876 with 37 per cent are class one officials.
It has proposed formation of a 'Task Force' with the assistance of a team of 'Process Consultants' to make institutional transition of the ACC smooth.
Formation of a consultative body has been suggested to provide technical assistance to the ACC when it is required. The member of the body will be drawn from the eminent persons, academies and scholars.
The proposed organogram has been prepared in less then one-month time.
BDNEWS adds: As the Anti-Corruption Commission (ACC) became handicapped due to the internal conflict between members of the anti-crime watchdog, a meeting of the commission will be held at its office today (Wednesday).
"We are going to sit in a meeting Wednesday to discuss about various issues, including case forwarding, financial matters and some appointments in the commission," a member of the commission said seeking anonymity Tuesday night.
Some of the 'controversial' decisions taken by the ACC Chairman may also come up for discussion, sources in the commission added.
"We will discuss all the matters, including the recent move made by the chairman regarding some appointments in the commission, aimed at making all things transparent," the commission member said.
